CNN —A powerful winter storm is pummeling parts of the Central Plains with blizzard conditions and is set to drop a blanket of snow from Colorado to Minnesota through Tuesday, threatening widespread power outages and treacherous road conditions. Bitter cold is gripping large parts of the South once again this weekend, creating hazardous conditions for millions in a region not accustomed to freezing temperatures. On Saturday morning, it was 5 degrees in Louisville, Ky., 9 degrees in Nashville, 20 degrees in Little Rock, Ark., and 21 degrees in Atlanta. Several states were under wind chill advisories and other freeze warnings as frigid temperatures were expected to continue into Sunday. The extreme cold, which followed days of subfreezing temperatures earlier in the week, was not limited to the South, with single-digit temperatures reported from the Northern Plains to New England.

Portland General Electric warned that the threat of freezing rain Tuesday could delay restoration efforts. Freezing rain and sleet was expected continue across portions of the Southeast into Tuesday morning. Monday night saw temperatures drop as low as 10 degrees (minus 12.2 C) in Olive Branch, Mississippi, and Jackson, Tennessee. Temperatures dipped to minus 3 degrees (minus 19.4 C) in Des Moines, with the wind chill making it feel far colder. CNN —Water levels on the Mississippi River are nearing historic lows for the second consecutive year, triggering a drinking water emergency in Louisiana as ocean water flows upstream, unimpeded by the river’s uncharacteristically weak flow. Lower Mississippi River water levels are forecast to continue to drop through at least mid-to-late October, according to Dedeaux. A confluence of extremesWater levels on the Mississippi River began to plummet in early September, well ahead of the October drop last year. This outlook from the Climate Prediction Center shows how drought is expected to improve in many areas along the Mississippi River which desperately need rain. One of the nation's largest grocery chains is the latest company to agree to settle lawsuits over the U.S. opioid crisis. In a deal announced Friday, the Kroger Co. would pay up to $1.4 billion over 11 years. Kroger currently has stores in 35 states — virtually everywhere save the Northeast, the northern plains and Hawaii. A blast of bitter cold swept across the Midwest and Northeast Friday, with snow squalls and sudden whiteout conditions making driving, particularly on highways, dangerous in some places. Wind chill from gusty northwesterly winds will make for the coldest weather in decades, the National Weather Service said. Windchill warnings and advisories are in effect for the Northern Plains as well as the Northeast. Record-breaking lows are forecast for the New York City, Boston and Providence, R.I., areas.
